Advise needed - Solar installation proposal

Would appreciate your thoughts on this one.

Location: SF Bay area

Proposal:

17 Hanwha Q-Cells BLK-G5 315

1 SolarEdge SE6000H-US Inverter

17 SolarEdge P320 DC Optimizer

Rated size: 5.35 kW

Electricity usage covered: 128%

Price: $15,800 (~$2.95 /W)

Cost after federal credit: $11,200 (~$2.05 /W)

Payback: 10 years

I am wondering:

  1. Should I go with this larger system (128% of consumption covered)? I am planning on charging an EV at home soon and adding some electronics and tools. Another option would be to cover about 100% of current usage and add panels later.
  2. Does cost seem reasonable for the area? This is one of the lowest I've seen TBH. Curious to hear from others who have installed recently in the Bay Area.
  3. Does anyone know if potential PG&E bankruptcy going to affect electricity prices? Solar companies keeps saying prices will go up but I am not sure if that is true.
