Educate me: why can’t my inverter work when I have a home battery and the power goes out?

Educate me: why can’t my inverter work when I have a home battery and the power goes out?

I have a Tesla Powerwall 2 and I know that when I flip the main breaker simulating a power outage the house continues to run fine but the PV inverter switches off.

Why is this so and is it solvable to operate the inverter from the battery?
