How to grid tie in San Diego?

Thinking of putting up a simple solar rack to hold 30 x 170w panels. I'm getting old panels sold used. So I'm wondering, if I use new enphase inverters, how do I engage with SDGE to figure out what they need for net metering? Will they inspect my panels and go " these are not allowed " which is totally unreasonable. Or will they be looking only at the grid to inverter connection?
