System size vs inverter size

I'm getting a few quotes for a solar system for my house. Two companies have quoted me ~4kW systems with a 5kW inverter. One company quoted me a 6.27kW system with a 5kW inverter. This didn't make sense to me, how can 6 fit into 5?

I asked the salesman for clarity and this is what he said.

The maximum allowed solar installation capacity for single phase household is 5.0 kW. Also 130% of Solar PV capacity is installed to receive maximum output because the system efficiency is 77%.

This sounds like technobabble to me. I'm a newby when it comes to solar systems and this kind of thing. Can somebody help put my mind at rest?
