Solar Panel output 19v regulator dropping to 9v??

I'm having issues with my automatic gate. The batteries keep going dead. I bought a cheap charge controller at harbor freight (https://www.harborfreight.com/7-amp-solar-charge-regulator-96728.html) because its the only place around that had one in stock. Here is my issue:

When everything is connected the voltage from the regulator battery output is at 9v. The voltage from the solar panel (40w panel) is around 19v going into the regulator. Why is this? Bad regulator?

When I connect the Solar panel directly to the battery will charge it fine - however I understand I don't want this because its unregulated.

The original gate circuit board will only give 5v to the battery when connected via the solar panel. I've researched and the circuit boards on these might mule gates have known issues, so I assumed the circuit board is bad. $250 to replace it and it will probably fail again.

Possibly I have two bad regulators (harbor freight and might mule), but somewhat doubtful.

Any ideas?

Solar Supports

Solar Supports I'm looking at installing a solar system at our off grid cabin this spring and I'm trying to come up with a good way to get the panels up high enough to catch decent sunlight. The roof of the cabin is not an option as there are some trees blocking it but I do have a shed that I figure I'd be able to brace the supports to, I can't use the shed roof either as it's facing the wrong direction. A couple neighbors have systems which they've put on poles that go up sort of like a street lamp or flagpole style support which is an option but I thought maybe either a frame like a scaffold kind of thing secured to the back of the shed might be a more sturdy option. What have you guys used to elevate your panels on a standalone frame, or have you seen any companies that sell good kits? I'm in BC in Canada as well. This ranch has two meters, requiring me to complete the PG&E’s Aggregate Net Metering Agreement. 8 months later my application has been rejected multiple times.
