[HELP] House with Solar Panels producing less energy than expected?
First, forgive me if I am posting to the wrong place.
In September last year (2017) I purchased a home with a previously owned and installed solar array. The panels were installed in December 2016, and the woman who owned the house passed away in April of 2017. Nearly immediately afterwards her tenants and family vacated the house and prepared it for sale.
When I check this year's solar production versus last year's on the solarweb tool from Fronius, I see this:
When I check with PG&E's website for year over year data, I see this:
The information I have on the system is this.
The inverter is a Fronius Primo 7.6-1 208-240.

This is in Northern California, the Bay Area.
I've pulled the permits to figure out who installed the system, and got NRG Remodeling, but all attempts to contact them have been fruitless - the phone numbers just go to a voice mail inbox that's full, and there's no email or form response from the website.
The Fronius site for warranty support/repair lists only two certified repair/install centers in the area, and neither of them claim to have installed anything at this address.
I'm at my wit's end here. What else do I look for? Who do I talk to?
