Do U.S. power companies (e.g., DWP) limit amount of solar panels you can install?

We are planning to install solar panels on our house. A friend recommended that while installing, I should install enough to also support an electric car I’m planning to buy.

To cover the car as well as the house, I would be installing enough panels to generate 30% more power than we used last year.

Meanwhile, two people have told me that the power company (LA DWP, in my case) won’t let you install that many solar panels. I’m hearing that you can only go 10% over what you used last year.

If this is correct, I can think of a few possible ways to “get around it,“ but before I go brainstorming any of those, I’m hoping someone can tell me if this is in fact correct.
