Future Changes in Southern California Edison TOU Rates

Will SCE shift to a later (4-9 PM) peak like PG&E and SDG&E or are there specific factors in its area (temperatures, AC use) that would incentivize it to maintain an earlier peak?

Hoping to forecast the economics of home solar with net metering +/- battery storage for the SCE territory.
