Help with going off grid for holiday lights

I have a municipality in NY that has holiday lights on a separate meter. They just upgraded to LEDs, but it still isn't on any automatic timer or anything. As far as I understand the person who arrives in the morning to work unplugs/turns off the lights. It looks like yearly consumption is less than 2000 kwh (closer to 1800). Since they have to pay for a meter regardless of no consumption beause no lights it works out to being around $0.30/kwh. I figured this would be an easy application for solar + storage. If someone could point me in the direction of how to do the calculations for battery size + solar PV size and where to buy such equipment that would be greatly appreciated.
