Just bought a small RavPower 24w USB solar charger—should it start charging right away if ~80% of it is covered in direct sunlight?—or does it need 100% direct sunlight?

I bought a solar charger. I tried charging a battery bank right away with the charger was on my car dash. The dash was very sunny and the charger was probably ~80% covered in sunlight.

Will most chargers put out some charge in that condition?

I also tried in 100% sunlight and no devices were charging...
