Solar Panel Question

If a solar panel says 300 watts but has a cell efficiency of 21.65 and a module efficiency of 18.33% then do the efficiency numbers matter more or the watts? Or are the watts and the efficiency indicating the same thing?

I read and understood it as they rate the panels based on 1 square meter with 1000 watts of light shining on it if it produces 300 watts that means an efficiency of 30% but I guess this isn't always the case?
