Should I speculate by buying panels I'm not ready to install?

I want to install solar. I know what kind of install I need, but I'm not ready to do it yet because I have all kinds of city red tape to get through if I want to do the size install I want (~6-7kW) instead of the size system the city permits (5kW tops). If I know I'm going to need at least 5kW of panels, should I buy those now in light of recent ideas that costs are going to go up significantly with the tariff news?
